feat(monitoring): add grafana, prometheus, node_exporter roles

- grafana: postgres backend, provisioning (prometheus datasource + node/NUT dashboards) - prometheus: native service, scrape config via host_vars, localhost bind - node_exporter: host metrics exporter (localhost:9100)
